Be a national from outside the EU/EEA, Switzerland, and the UK
Study at NFQ Level 9 or 10 (Master's, postgraduate diploma, or PhD)
Hold a conditional or final offer from an eligible Irish institution at application
Demonstrate outstanding academic achievement
Not a previous GOI-IES recipient
Russian and Belarusian nationals are ineligible
