Turkey has two very different doors: a work-permit system for professionals (role-based salary thresholds, an employer-ratio rule, 8 years to a permanent permit) and a citizenship-by-investment program (US$400K property, ~3β6 months, no residence required). This guide covers both, plus the long-term residence route.

Turkey's immigration law (Law 6458) separates residence from work. To work, you need a permit (Γ§alΔ±Εma izni) from the Ministry of Labour β which then doubles as your residence permit. To settle long-term without working, you hold a residence permit (ikamet). After 8 years of continuous legal residence you can apply for the indefinite long-term permit, and citizenship-by-investment bypasses residency entirely for those with US$400K+.
Application goes through the Ministry of Labour's e-Δ°zin system, initiated either from a Turkish consulate abroad or (if you hold a residence permit with 6+ months validity) from inside Turkey.

Turkey's "green card" for highly qualified professionals β indefinite work authorisation on a points-based assessment, no employer sponsorship required.
Presidential decree for extraordinary service in science, technology, economics, sport, culture or the arts β no minimum residence period.
5 years of continuous legal residence + intention to settle + Turkish language + sufficient income + good conduct. Discretionary.
3 years of marriage + continuous residence on the general naturalisation route.
Long-term residence permit (8-year route): after 8 years of continuous legal residence on valid permits, apply for the indefinite long-term (uzun dΓΆnem) permit β provided you've had no social-assistance receipts in 3 years, have income, insurance and no public-order issues. Note: student-permit time does not count toward this or toward citizenship residence.
Turkey splits short visitors into three groups: visa-free nationalities, e-visa nationalities and consular-visa nationalities. Most travellers fall into the first two.
| Item | Details (2026) |
|---|---|
| Visa-free nationals | Many nationalities (much of the EU plus Japan, South Korea, Brazil, Russia for tourism and others) enter visa-free for 30β90 days in any 180-day period |
| E-visa | Apply at evisa.gov.tr β fill the form, pay online, PDF emailed in minutes; ~US$30β60 by nationality (US ~US$50) plus a ~US$3 card fee |
| E-visa validity | 180 days from issue; stays of 30 or 90 days per entry depending on nationality |
| Consular visa | Nationalities not covered by visa-free or e-visa apply for a sticker visa at a Turkish consulate (single-entry ~US$60β80 by reciprocity) |
| Process | E-visa: apply up to 3 months ahead, ~2 minutes online, approval usually within minutes/24h β no appointment or biometrics needed |
| Restrictions | No work or study β the e-visa is strictly tourism/business/transit. Remote work for a foreign employer is only lawful under the digital-nomad route (below) |
Short business trips β meetings, conferences, negotiations and trade fairs β can use the e-visa for business purposes (same fee and 180-day validity) or a sticker visa where your nationality isn't on the e-visa list.
E-visa: form + payment only, no invitation letter needed. Sticker visa: invitation letter from the Turkish company, employer's letter, bank statements, travel insurance.
Same as tourism β up to 90 days in any 180-day period (30 days per entry for some nationalities), with the visa valid for 180 days from issue.
Business visits permit meetings and negotiations only β no Turkish employment or paid work. Real assignments need a work permit (Γ§alΔ±Εma izni) via your Turkish employer.
Working in Turkey for weeks or months requires the employer-sponsored work permit β see the work-permit section above.
Beyond the classic employer work permit, Turkey offers several specialist statuses β some of which beat the standard route outright.
Turkey's "green card" for highly qualified professionals β points-based, no employer sponsorship, indefinite work authorisation plus the holder's family. The fastest route to independent work rights (see "Other Routes" above).
Foreigners who establish or partner in a Turkish company can apply for a work permit as owner/manager β capital, job-creation and turnover conditions apply, and the 5:1 foreign-worker ratio is eased for substantial investments.
For remote workers aged 21β55 with a university degree, foreign-source income of at least US$3,000/month (US$36,000/yr) and no Turkish clients. Get a Digital Nomad Identification Certificate on the GoTΓΌrkiye portal, then a visa at the consulate; longer stays convert to a renewable digital-nomad residence permit.
For former Turkish citizens who renounced citizenship: restores most citizen rights β work, residence, inheritance, property β without needing permits, while they keep their foreign passport.
Working remotely for a foreign employer with no Turkish activity does not require a Turkish work permit β that's exactly what the digital-nomad route formalises.
Spouses of Turkish citizens can apply for work permits under a simplified procedure; marriage of 3+ years with residence also feeds the naturalisation clock (see "Other Routes").
Full detail is on the Study in Turkey page β here's the immigration picture.
| Stage | Details (2026) |

| After graduation | Graduates must switch to a work-permit route β an employer's application and the salary-threshold rules apply; student time does not count toward the 5/8-year clocks |

Beyond citizenship-by-investment (above), investors can hold residence first β and build toward long-term status without applying for citizenship.
Buying real estate (title deed in your name, government-licensed valuation) opens a short-term residence permit β minimum property value US$200,000 since Oct 2023. Issued up to 2 years, renewable.
Large investments attested by the Council of Ministers (e.g. a US$500,000 private pension-fund deposit) can earn the investor and family a 5-year short-term permit β and feed citizenship/long-term residence.
Founders and partners of Turkish companies apply for their own work permits (eased ratio rules for substantial investment) β see "Work & Stay Routes" above.
The fast track: US$400,000 property (or US$500,000 deposit/bonds/funds, or 50 hires) β citizenship in ~3β6 months with no residence requirement. Covered in full above.
Turkey has no separate "retirement visa" β retirees use the short-term residence permit with proof of a regular pension/income (commonly ~β¬500β600/month, or ~1Γ the net minimum wage), health insurance and an address. Issued 1β2 years, renewable indefinitely.
Medical tourism (a major reason people choose Turkey) is covered by a short-term residence permit for treatment β usually up to 1 year, renewable with a doctor's report and proof of funds.
Victims of human trafficking receive a humanitarian residence permit (renewable, with support) under Law 6458, and those with protection needs can access the temporary/international protection framework.
After 8 years of continuous legal residence (no student time, no long absences), the long-term permit is indefinite and allows residence without renewal β see "Other Routes" above.

For the work-permit route, yes β a Turkish employer must sponsor you and meet the capital/ratio/salary conditions. But you can live in Turkey on a residence permit without working, or obtain citizenship directly through the US$400K investment route with no job and no residence requirement.
It's one of the cheapest citizenship-by-investment programs in the world (US$400K property, ~3β6 months) and includes your family. But sales are cooling as the program is debated in 2025, due diligence has tightened, and the passport's visa-free reach (~107β120 countries) is far below a European passport. Research thoroughly before committing.
Tourism-based renewals are increasingly rejected in major cities (2025β26). For a genuine long-term plan, apply for a purpose-appropriate permit (work, student, family, property-based) rather than chaining tourist permits β and note that you cannot "convert" a tourist e-visa into a student permit either.
The investment route (~3β6 months) and the exceptional-service route are the fastest; the residence-based routes take 5β8 years. The Turquoise Card is the fastest route to work rights for highly qualified professionals.
No β time on a student permit does not count toward the 5-year naturalisation residence requirement nor the 8-year long-term permit. Work-permit time does count toward the 8-year permanent-work-permit route.
A tourist e-visa cannot be "converted" into a work or student permit β the purpose of stay must match the permit. For residence you can apply for a purpose-appropriate ikamet (short-term, family, property-based) within your legal stay; for work, your Turkish employer initiates the e-Δ°zin application. Remote workers can get the Digital Nomad Identification Certificate and then a residence permit while in Turkey.
No. The e-visa covers tourism and business purposes, and visa-free nationals attend meetings visa-free. A consular sticker visa is only needed for nationalities outside the e-visa and visa-free lists. Actual work still requires a work permit.
Yes to the digital-nomad route (since 2024): ages 21β55, a university degree and foreign-source income of at least US$3,000/month, with the certificate-first process on the GoTΓΌrkiye portal. Retirees have no dedicated visa β they use the renewable short-term residence permit with proof of a regular pension.
