Netherlands scholarships for Pakistani students are open, because Dutch funding decides eligibility by nationality rather than by a country list: Pakistan is non-EEA, so it qualifies. The main routes are the EUR 5,000 NL Scholarship, university-run awards and Maastricht University's fully funded programmes.
What does not exist is a Pakistani Orange Tulip Scholarship. That programme ran through the Neso network, Pakistan was never part of it, and Nuffic has since wound the network down.

Netherlands Scholarships for Pakistani Students: The Three Tiers
Dutch money falls into three levels, and mixing them up costs applicants a year. The fully funded tier is small and competitive. The middle tier discounts the first year. The third tier is an employer or foundation award that depends on your subject.

The NL Scholarship is the widest route and the one most often over-sold. It is a one-time EUR 5,000 paid in the first year, funded by the Dutch Ministry of Education together with the institutions that take part. It is not full tuition and it is not renewable. For 2026-2027 the participating research universities were Eindhoven, Maastricht, Groningen, Twente, Radboud, Utrecht, VU Amsterdam, Wageningen and three theological universities, plus around 23 universities of applied sciences. Leiden, Delft and Amsterdam were not on that list. The 2027-2028 list is republished each autumn, so check it rather than assuming.
What Orange Tulip Actually Is
Orange Tulip Scholarships were run through Nuffic's Neso support offices, and the eligible countries were Brazil, China, India, Indonesia, Mexico, Russia, South Africa, South Korea and Vietnam. Pakistan was never on that list. Nuffic then phased the Neso network out office by office, with the ministry subsidy ending on 1 January 2024, and its programmes page now lists Orange Tulip under previously managed schemes.
Some universities still advertise a locally branded Orange Tulip award applied for directly at the institution. Treat any such listing as unverified until the university confirms it by email, because the central programme that gave the name its meaning is closed.
Dutch Tuition, and What You Cannot Get
Non-EU/EEA students pay the institutional fee rather than the statutory one. At Maastricht for 2027-2028 the figures are EUR 21,800 for the low band, EUR 25,500 for the high band, EUR 32,000 for medicine, and EUR 13,400 and EUR 18,700 for low and high bachelor programmes. Business and economics sit in the low band; health and life sciences in the high band. The statutory fee of EUR 2,771 is what Dutch and EU students pay, and it does not apply to you.
DUO student finance is the other thing to rule out. Eligibility requires Dutch, EU/EEA, Swiss or UK nationality, or a residence permit of type II, III, IV or V. A standard study residence permit does not open it. Budget for the full fee and treat any scholarship as a discount rather than as coverage.

How to Decide Which Route Fits
Start from the admission deadline, not the scholarship form. Dutch scholarship windows sit downstream of admission, and a programme whose admission file missed its date is unavailable to you regardless of how strong the scholarship application would have been.
Then apply the eligibility filter honestly. If your percentage sits below the 75 per cent bar, the fully funded Maastricht route is not realistic this cycle, and time spent on it is time not spent on the NL Scholarship or a university-specific award. Third, look at what the award does not cover. The NL Scholarship's EUR 5,000 is paid in year one only, so a two-year master leaves you funding the second year in full. Application Timing for the 2027 Intake
The practical calendar runs in three moves. From October to December 2026, shortlist programmes, sit your English test, and prepare the admission file for the 10 December 2026 deadline where one applies. From January to April 2027, submit scholarship forms and, for non-EU applicants, the visa paperwork that the institution files on your behalf. From May onward, decisions arrive and you prepare the MVV collection in Islamabad.
